Honestly, I have no idea, except that they're intentionally suppressing the price. They're not only dumping hundreds of millions on the open market, creating massive sell walls that can't be breached by retail investors, but they're also using their massive BTC holdings to suppress it. Every time XRP tries to decouple, BTC suddenly dumps (see picrel), and this has happened constantly. Ripple is also buying XRP from the open market judging by their quarterly reports. I don't know why they're doing that if they're dumping XRP from the escrow anyway, but they do buy about 84% of all XRP they're dumping. Honestly, XRP has fundamentals, but this price action is nonsensical. I don't even know what the point of all this is. It feels like some 7D chess that I just can't comprehend because why on earth would a company that holds billions of coins not want the price to go higher?

Judge Torres, ruled that direct sales from Ripple to individuals and companies, are securities.
And she ruled that blind programmatic sales are not securities.
Ripple never stopped doing direct sales.
Judge Torres is going to assign a fine to Ripple for the direct sales, since they are unlicensed securities.
She already has Ripple's records of all of their sales of XRP from before the lawsuit started, but she doesn't have Ripple's sales after the lawsuit started.
The SEC has requested the records of all transactions that have occurred since the trial started.
The more Ripple has sold XRP for directly to customers and companies, the larger their fine will be.
This includes sales made before the lawsuit started, and every direct sale they made since then.
So it's in Ripple's interest to keep the price of XRP low.
Doing so, reduces the total cost of the fine they will have to pay the SEC.
That being said, this is based off of a guess.
I don't know if Ripple has continued direct sales of XRP to customers and companies.

We already know that Ripple employs bots to buy and sell xrp.
When asked about these bots, Ripple said that they are to provide liquidity to the market.
They may indeed be doing that.
But I think their main purpose is to keep xrp low.
