What would Chainlink actually do for REQ to allow it to have fiat currencies? Something about acquiring offchain data, but what does this actually mean?

So you can use pay by req to pay on a site using whatever you want, and the seller instantly converts to whatever they want
Example : use pay by req to buy something for $75. You send $75 worth of OMG token and the seller instantly converts to us dollar or whatever they want
Link is used to fetch real time conversion rates

Okay but Link is just fetching the exchange rate, how does that help facilitate and ultimately perform the transaction? Doesn't the underlying network have to first have the ability to perform transactions in fiat currency? I can't just "send" you money without something providing me the ability to send money, like a financial institution or a private service like PayPal.

So how does Request ultimately give you the ability to move dollars or Euros, and how would conversions work under the table like that? I understand Link is necessary to say "at this point in time, 1 dollar will buy you 18 REQ tokens" or whatever, but that's only a small fraction of the total problem here.
