US laws only apply to US jurisdiction. If an exchange doesn't operate in the US, then the SEC's opinion about anything you do on there is irrelevant. As an American citizen, you can open a brokerage account with a French stock broker and trade on the bourse (Paris stock market) in French stocks which are definitely securities and definitely not doing anything to comply with SEC rules and the SEC doesn't give a shit, nor should they. Trading shitcoins on a Singaporean or Chinese shitcoin exchange is no different.

It's not even as harsh as that. It's illegal to sell to a non-accredited investor specifically in the context of an IPO. Non-accredited investors are buying and selling to each other all day on the regular market.
