They've stated in some ama that the price of a single coinhour will be determined by the market. So there's no saying as to how much they'll be worth... depending on several factors, it can be anywhere from a few cents to a few dollars. Nobody yet knows mate.

im trying to think in terms of GAS for NEO but idk how it's given out compared to coin hours. the price of GAS about 17.5 times lower than the price of neo. that puts coin hours at a little over a dollar if it's a similar ratio

It's rising because it's unironically the only project in the crypto space with real world application, use cases and adoption, its own hardware, fast/free/private transactions, DAPP platform.
