Also there's state monopolies, renting and licensing of infrastructure and resources, suzerainty and tributes, charging for visas from immigrants or perhaps some surrendering of wealth for an expedited process, and gambling revenues from casinos like in Monaco.

I would assume a granular approach with multiple sources of revenue is more bureaucratic and 'expensive' than a simplistic tax code, a tax code also better normalizes government revenues over time. The problem is that a lot of countries now have these maddeningly complicated tax codes, with lots of rebates and refunds for all the special interest groups which undermines the original simplicity and cost-to-tax-dollar effectiveness of taxation.

Govs already have unlimited money because they are free to print more money, either physically or digitally (because they control the centralized banking software and centralized bank notes printing).
That and the fact that they own tons of state monopolies they exploit thanks to their monopoly on violence (as they are the most heavily armed entity and don't allow any competition on that) which they enforce as they want.

Basically they do not tax you because they need money, they tax you because they want keep you poor so that their power is ensured.

Even upto ww1 private individuals donated huge sums to fund wars/development...then along came fiat so now they print what they like and steal your life away with inflation + productivity tax
