Today providers compete for the most exposure, aka: being known so that they attract clients, a small cloud provider in Norway will have difficulty competing with AWS because it simply doesn't have the brand recognition and marketing team of Amazon, doesn't matter if he is 20% cheaper,its isn't on the map.
Once there is a hub where you can access thousands of offers from cloud providers all over the world it will be another story.
