Because the paper was written by satoshi for his bitcoin. He is not there anymore to dictate.
Bitcoin cash is a forked version with focus like satoshis low fees. But so does stellar, nano and the likes.
It still doesn't make it bitcoin. Like Jihan said, "bitcoin cash is bitcoin cash. Dont confuse it with bitcoin".

However, roger ver deceptively market it as "bitcoin" and he is influential.
