That must be the most misinterpreted rule. It counts only if we're talking about 2 chains with same validation rules, and it's only purpose is chronological ordering of transactions - nothing else. It's what makes sure a different version of history can't supersede what's been written already and any competing versions must follow same validation rules otherwise they'd be rejected regardless of PoW.
