People are cashing out of BTC and shoving the money to alts. People were tired of BTC being stagnant and are chasing gains. If BTC decouples from the rest of the alts this is good for crypto as a whole, but perhaps not BTC prices.

You don't cash out in BTC. That's a bad wording. You move BTC into alts and it has no effect on the fiat price only the dominance.
Alts are mooning because the whales are pumping up alts to play around and wait for the right time to dump and cash out in BTC or hopefully attract norman money by the alt gains and go another BTC bullrun.
Either way plan to exit alts to BTC when it gets to around 35% BTC dominance.
