Here is something no one has probably thought of.

If you got 100m after taxes and through the cash payout option you now have the resources to start changing things.

I would invest half or 75% of it in real estate or some kind of high return investments. Something that will give me back several million a year assuming I invested 50 or 75.

With the rest of it, I would create a corporation and a scholarship program and go around to every major university in my country and start a talent seeking contest. Science comps for STEM, business competitions for business majors, creative contests for the rest. Offer full ride scholarships and opportunity to join my corporation after graduating for the top competitors in each category.

Then I would simply mold and recruit the smartest and brightest minds, that major universities are churning out, and direct them into certain fields within my corporation to make major technological breakthroughs. Provide them with massive RnD budgets and state of the art equipment. Absolutely true, but you have to keep in mind that these are still fresh graduates with no real world experience or credibility to back themselves up with. No firm out there will give them near unlimited resources and creative nonrestrictive freedom to pursue breakthroughs at their pace on mere potential alone. It is a "hobby" business, not a regular business. I had to make up this term because I could not find a good term to describe it as it is basically an at cost structure. In over simplified terms a business makes money, a hobby losses money, but a structure that makes just enough to cover cost and maybe a few dollar more is ...?

For example think of a carpenter who sells his woodworking very near cost. He is technically running a business and making money, but the goal of the business is just to cover the cost of his hobby of woodworking so he can continues to do more woodworking which he enjoys.

In the USA, and the reason it is so low is that I would not be including my labor or time. I just need a decent shed/small building and some simple equipment. I would make things I want to make then sell them near cost as the fun for me is building things. Hire several advisors (tax+financial+lawyer) using personal inv fund
Financial invests 2 mil into funds for yearly dividends
other 2 go into properties:
1 apartment complex in LA, probably near USC
Rest into another property in a gentrifying neighborhood
last mill is personal, 50k straight to fuck around + 7.5k/month for 5 years while investments settle.
300k towards advisors + my own investments
Last 200k goes to my mother and sister. They can get more money some other time, esp if they need it, but they live comfortably now, they dont need a giant bag of cash dropped into their life

I would get a small amount of land, enough for an underground bunker on a hill type of thing. Use some of it to educate myself, wife and save about 10 mill to live off of. The rest I would donate to the state towards schools, only if they eliminate common core and raise wages.

would invest 10% of the money each year on a 75/25 portfolio so it would take me 10 years to invest all of the money, as the percentage of the invested money goes from cash to stocks and bonds i would change my allocation as i get older. would pay my self a nice 6 figure salary. and give 10 to 20% of the returns to charity. since real state can be tricky and a pain in the ass i would stay way from it, i would also take some cpa classes so i know people arent screwing me over taxes.
