I'd say there are larger factors affecting venture funding than fed rates. Venture funding in SF peaked in 2015. More importantly, while there is still a large amount of VC funding being spent, it is going to significantly fewer companies. VCs are making fewer bets of larger scale and are generally being more discriminating about who they invest in.

The appetite for early round VC funding has really dried up. VC people are looking back at a decade that saw dozens and dozens of tech companies swallow up millions of VC funding for nothing in return. The odds are long, and the market for tech products feels saturated. How many food delivery apps are out there? When's the last time a tech product came out that was original, exploited an untapped market, and provided meaningful value to users? On top of all this, the Bay is just too damn expensive. They money is starting to look for new industries in new areas.

The dark horse in all of this biotech. There's a lot of potential, but you have much more expensive R&D, longer development times, and longer market adoption times. We will see if VC has the appetite for it.
