While the $100 million dollar contract and Dave the amateur smart contract developer both have the same APIs they want to use, that does not mean the cost is the same. In your example, yes, in both instances, the subscription cost to access the API and operational costs to run a node remain the same.
However, in the $100 million dollar contract example, it is highly probable that the nodes fulfilling the API requests must provide penalty payments (in the form of LINK tokens) as escrow for the accuracy of their requests. These node operators will need to be paid a sufficient price by the smart contract for the data requested so they can offset the amount of capital they have locked up in LINK tokens that are escrowed for penalty payments. Depending on the value of the contract and the data requested, the pool of node operators who have enough LINK to fulfill the penalty payment requirements could be quite small. Thus, I would imagine we will see the market develop a curve where the cost of an API request is correlated with the amount of LINK tokens the smart contract requires the node operators to escrow for penalty payments.
In Dave's case, there are plenty of reputable nodes and the dapp he is working on is still being tested so he doesn't even bother to request penalty payments from the nodes that will fulfill his request. He is happy to pay the bare minimum the reputable nodes will sell him the data for and leaves it at that. The node operators, seeing a request that requires no penalty payments, will sell the data at essentially "cost" - factoring into the price any underlying costs they absorb such as subscription fees and operational costs - and

Essentially, the Chainlink network is a decentralized market for buying and selling off chain APIs for use in on chain smart contracts AND a decentralized insurance marketplace that facilities trust in the decentralized API market. The decentralized insurance marketplace will be equally important in my view. Contract law normally evaluates damages for a breach of contract claim under the theory of "expectation damages." The goal of expectation damages is to place the injured party (non-breaching) in the position it would have occupied had the contract been completed as agreed upon. Penalty payments will help lead the market to find points of "efficient breach", such that by breaching the contract and paying damages a party gains more than they would from fulfilling their responsibilities under the contract.
