It's an ETH sidechain. ICOs are already switiching over. Basically as an Ethereum user you can seamlessly use Tomo dApps as if they were on Ethereum, but with 2 second blocktimes and near-zero fees. It basically seamlessly enables dApps that weren't possible on Ethereum before (for example, dApps involving microstransactions). Of course it can also be used as its own blockchain, but you'll always be able to transfer Tomo assets to Ethereum and vice versa.

All these 3rd gen blockchains are facing adoption issues, Tomo circumvents this issue by allowing Ethereum users to participate in their ecosystem seamlessly.
