It's not just about being an unregistered securities offering, it's about being a scam. The centra founders just took the ICO money, didn't try to build any product/company, and tried to run with the money. These are the ICOs that the SEC will mainly go after. Also they allowed and advertised to American investors.

ICOs that are actually trying to build the product they planned to do and didn't explicitly say that they investment will lead to profit should be fine. And to be on the safe side, almost all ICOs now are prohibiting unaccredited American investors.

Also they are going to focus on ones where investors lost money. If all the ICO investors profited, none of them are going to complain to the SEC, so unlikely the SEC would care about it. No investor in the Ethereum ICO is going to complain they were scammed

ICOs are very different from trading on secondary markets (exchanges). With an ICO, you're giving money to founders of the company based on a promise. When you buy on an exchange, you're buying from another retail investor. The SEC is mainly focused on ICOs. Exchanges that don't allow ICOs will face regulation too, but it will be more around KYC, ensuring they have proper security in place etc. I think agencies like FINRA deal with that, not the SEC. The exchanges make money off trading fees, which is very different from getting money by issuing an ICO. There are plenty of stocks that turned out to be scams, but the Nasdaq/NYSE doesn't get blamed for that.
