withdrawal delay is the textbook signal of an insolvent firm. madoff knew this and made sure his checks went out ASAP. it's the signal bear stearns was finished. it's the reason why "bank runs" exist. any reputable firm takes pride in the promptness of withdrawal requests. credible auditors consider any service level over 5 business days for an authorized account withdrawal as a finding (i.e. red flag, fix this or you fail audit).
