You can't just wander around in Alaska and pan for gold, stupid. Most of the prime areas are state land, and not allowed, or have glacier claims, so any gold you find belongs to the stake holder. There's a handful of places you can just go and pan, but they're tourist traps and were panned out over a hundred years ago.
The same goes for the lower 48, as well. You have to find out where it's legal to pan and keep any gold you find, and the theoretically rich areas have stake claims or are state/federal land.
