It’s not really helpful when the goal is actually to intercept the money. So we can know that a terrorist group got some money. What good is that? We can’t exactly take it back.

Yeah and banks prevent it further transactions when they find out it went to a terrorist group. No system can prevent 100% of unwanted transfers. But to prevent even a small amount is meaningful.
