Every question you have about REQ applies to ETH. They are both platform who's tokens perform the same purpose, only REQs economics are slightly different because some are burnt rather than just being moved around to pay fees.

The Extension layer allows you to customize the REQ protocol according to your liking (rules, regulations, invoice, auditing etc.) in which you have to pay a transaction fee in REQ which the seller incurs. This transaction fee is partially burned making it a deflationary economic model. However you're still holding REQ just like you're holding ETH except its focus is on financial payments and auditing (and a deflationary economic model instead of fixed or inflationary one).
