You can exchange currencies at a rate that changes slowly over time so it doesn't really matter how long it takes , but with this say you send 2000 tokens at 1.50 ea. Perhaps theyre counting on the fact that it won't change too much over the next couple of seconds when the transaction is complete. The Ripple protocol is trying to make a more efficient transfer system for the real assets that banks care about (USD, EUR, JPY etc.). It might be faster or more efficient.
