If it wasn't going to be used to any sort of major extent why delist ? Seems they just don't want to bother with the legal stuff on the US end yet.
Doesn't mean they couldn't sort out US legal technicalities in the future.

tl;dr
US has gambling laws, FUN is going to be used for gambling.
FUN team cbf with US regulations because it would slowdown the rollout of their product.
