First i would attempt to find a homeless shelter so i could get 6 hours of sleep so i can function. Next i would contact all temp agencies in my area for a job and ask around for a loan for some work boots. Id save my money until i had enough for a down payment on a room. And id keep that up until things were back on track and could get better job security. The problem here is he is old and probably cant do heavy labor which most temp agencies like to dish out.

It's called the homeless hostel. They have long waiting lists. It's not like you can walk in and stay there. At least 3 months before they give you a place (been in that position). till that time you are homeless.

That is not what the jobcenter is for. They can't help you with that (again been in that position) You have other government organizations for that. It's called 'ship'. You have to make an appointment with them... (which can take weeks) in serious cases they give you a key social worker. After that it takes months to get a place at the homeless hostel.

After the homeless hostel you can get social council housing, but that again takes months and months and months..

I agree we should try to help him as a society though but only with a very strict system in place.

For example mandatory drug testing which he can't cheat(supervised, etc) and maybe some other criteria and a certain period of time he can receive assistance before he is kicked off. Seems fair to me.
