For an example of what is on the borderline, I was wandering through LA's downtown shops one day and saw some mexicans push a shopping cart full of corn and mayonnaise up to a streetcorner and start grilling and selling it. If I had seen a professional selling corn instead of some ratty kids in t-shirts pushing bulk mayo in a stolen cart, it might have even sounded appetizing.
