A large dealer like that should have a strong hedging policy. I work resource companies to do this (not metals but same principles)
They would use shorts to do this so they can always make the same profit regardless of where price moved.
For example, they buy the stock at $30 and sell for $31 if they want to make $1 per ounce. They take a short on their inventory, so if market goes to $27 they sell for $28, and collect $3 from closing out the short.
Same if market goes up, say to $33 and they sell at $34, making $4 on the sale but owing $3 on the short contract.
In both scenarios they always make $1 per ounce.

Yes. It's called the reserve currency privilege. The USD is devaluating fast, but beside few exceptions like the swiss franc or the norwegian crown, every others currencies are devaluating even faster. So it's normal they are hitting ATH faster than you.

On top of that usually the poorer/further from trade routes the country is, the harder is their access to PMs. So their premiums is MUCH higher than what we can experience in the EU or the US. I talk about +100% premiooms. So we really are blessed to live in the West in that regard. We get stronger currencies and lower premiums all while getting much higher spendings capacities (at least the US, the EU not so much).
Imagine a poor peruvian earning $1.40/h (their min wage) who also have to purchase with a +90% premium (even tho they are sitting on literal mountains of silver). Their 1oz is tagged at $64.60, which will require 46 hours of work. Meanwhile in the US in one hour or two you'll be able to slurp 1oz. You purchasing power for PMs is thus 40x higher. The fiat scam is so much skewed in our favor, all burgers have the slurping capacity of half the fucking planet. This is why joos are sharting their pants at the idea we transform this fiat advantage in PMs.
Because for most others things, there isn't such distorded ratio. A tortilla at your local truck food will be $7. But it will be $0.50 in Peru. Same apply for most commodities, where the price adapt to the purchasing power of locals. But that's not true for PMs, which is a huge bonerpill to swallow.
