Depends on your use case and the price - I've heard from certain types of refiners that it's typically not worth the process to extract the silver (because it's less efficient with more waste) so they're not as preferentially taken if you ever wanted to offload them for their melt value - but silver is silver, still, and if you're getting more troy oz (of silver) than you'd get buying higher purity stuff it can eventually become worth it even if you have to account for the refining process (again if you decide to actually use it for melt purposes)

Basically it's a partially debased currency, and part of the reason spot is the price it is is because of the relative purity; if you're paying 1oz spot price for 2oz 50% silver then there's an argument but you'll probably want to be even more favorable.

Silver follows macro economics more than micro economics. Local silver stores/refineries are not the basis for pricing and cost structure. The paper futures don't matter neither. So, besides macro economics; what gauge is the best at looking to 1:1 silver ratio? The volume of Silver being bought/sold by the top 20 countries or would it be the shipping times correlating with the amount of silver liquidity in the market? I'm not sure but given that "the average solar panel contains about 1oz of silver", whatever that means exactly, just let's be generous and say 1000W capacity = 1oz of silver.
