Am I supposed to buy the eth HOKK or the HOKK on Base? Their website has both contracts linked; I prefer Base so I want that but I don't know how these 2 interact if at all

You can buy Hokk on Base or Ethererum it's your choice, so if you prefer base then buy on base. The Hokk contracts share the original 100Q supply through the Axelar bridge, the bridge allows for sending both ways to/from the 2 chains
