What do I tell recruiters when they ask me why I haven't been promoted at my current job? I'm trying to interview for senior developer jobs since I'm having a hard time getting promoted. I have the knowledge, skills and 5 years experience, but my manager doesn't like me. I've been working at this place for 3 years now.

Can someone explain to me why people look at being comfortable in a position as a bad thing? Like do they want people to be promoted into incompetence? Does it not look good to be someone that knows what they're good at, and fine with staying at that level? Why would they not want a permanent employee for a position that they need, that's not constantly asking for more?
