They don't buy back there shorts for two major reasons.
#1 is taxes. By never closing their shorts, their gains are perpetually unrealized.
#2 is the fact that they over short a company to several times more than actually shares in existence that closing is virtually impossible.

Unfortunately for them, in the case of BBBY, shares were cancelled unlike other celler boxed companies where the shares are stuck trading for under a penny per share. If you never close your shorts you're still liable to getting fucked over and when BBBY reissues new equity, shorts will be on the hook with a fire under their ass.

Shills are still getting paid to demoralize us to sell asap for cheap when the new equity is issued due to mental fatigue of being in this play. Too bad for them I'm never selling for less than 7 figures a share.
