Because l1s have an inherent limit of a few hundred tps due to global internet bandwidth. Solana doesn't actually scale beyond that, they just pretend they do because they have no limiter or fee market, so when the limit is hit instead of fees going up you get a shit load of failed transactions. Real crypto solves this by limited transactions and creating a fee market to allocate scarce bandwidth and blockspace (solana will reach this limit too when the chain state is like 100 petabytes and no one wants to pay some giganode server farm's cost to run a shitcoin casino chain).
