Hokk was huge back in 2021.
Lots of holders got rugged by original team with a shitty "migration" and were airdropped pittance.

It means its basically a way to give small buyers a way to buy HOKK without high ETH fees, and expand the reach of HOKK

This is being done increase reach + accesibility to small buyers. Anyone who thinks they'll benefit by fomoing into Base/HOKK, risk to get messed by the volatility. In a way, it's a way to make up for not bringing people a CEX yet.
