Well, there are a lot of criteria, and conditions in your person that influence the choice.

Assuming that

you speak English fluently, and maybe some French; Italian, German or Spanish, but no difficult or exocotic languages
you want a sizable country, excluding the likes of Singapore or Monaco
you are wealthy as in “several millions and past 60 years”
or “a billion, regardless of age”
you no longer have kids going to school
you want temperate/subtropical climate
you do not like dictators
I would suggest:

USA in North America, with careful choice of the state or territory
Chile in South America
Western Cape Province OUTSIDE of Cape Town in Africa
Switzerland in Europe
India in Asia (the northernmost part, or the highlands in the south, and not in a state where alcohol is prohibited)
Australia in Australia (and, weather-wise, the state of Victoria)
