Basically they pay the data centers a fixed US value with currency to keep things running on the network but because price is constantly dropping, as soon as that currency is payed, the data centers have no interest in holding it, selling as soon as possible, depressing even further the price. When new payments come around the clock a few weeks/months later, new currency needs to be printed (because ICP is worth less but the real money needed to run the network remains the same) which depresses further the price and interest. Repeat until currency is worth 0.
