The basic idea is that for you to operate a spot fund you need to own spot. Thus, when people buy the etf and shares are created, the fund manager must also purchase equivalent spot to populate the fund. Furthermore we assume there is money sidelined that would be invested if a security was available. Spot is taxed differently, has different rules about reporting and ownership, cannot be held in certain vehicles, many issues with this.
