it's not a bull/bear signal at all unless its a questionable special dividend of some kind.
in a perfect world, companies should always return cash when they have reached the saturation point for reinvestment. however in our world, that point is relative to you. because your horizon is unique to you, they cannot make this decision "correctly" for the aggregate of all shareholders.
instead they are forced to make the decision on the criteria of the majority holders, the board, and management, and even these interests can't possibly align. for instance, many managed funds will not keep their money with a company that does not pay a dividend, because they have a payout structure to adhere to, pension funds being the #1 culprit here. however, many executives will not go somewhere that does pay a dividend, because they have a plan already to get the full earnings power of their SBC package, and to make structured sales to realize its value.
a world without dividends at all would just be fiefdoms of ultrawealthy individuals. maximal inequality of wealth. unless it were communist, in which case it would collapse.
a world with only dividends has a different problem: it simply needs to change its income tax laws a little bit.
so, 1) dividends are never going anywhere, they will hobble along indefinitely 2) dividends win in the end
