I'm a programmer, my take on the CUDA thing is that NVDA blazed the trail, now AMD just need to walk the trail which is already there, so in theory it won't take nearly as long as they simply need to replicate what is already there.
Yes the CUDA SDK is proprietary, but given the way an SDK inherently is, the important functions have to be exposed so all AMD need to do is really look at what's there and replicate it.
There's no reason they can't start hiring smart computer/machine learning scientists.
It's basically like reverse engineering and having debug symbols available in the code you're reverse engineering. Fellow programmers will get why that's important.
Personally I think AMD can absolutely have something to go within months if they play it smart.
And yes they already have ROCm.
