Disincentivises you from selling any of your stack. If everyone suddenly and without warning withdrew their stacks, it would likely jeopardise the security of the network.
As it is, if you don't intend to ever unstake your principal stack, you can then withdraw rewards whenever you please (after the first 3-month ramp-up period is complete)

If Chainlink allows the community staking pool to be used as liquidity for node operators to fulfill their collateral then there needs some delay so they don't automatically find themselves disqualified if a Chainlink super omega bullrun takes place. There’s absolutely no reason to have a 30 day period to unstake for community stakers, it provides 0 benefit to the network or holders as there’s no slashing yet. Changing the unstaking period to something like 7 days would be as easy as changing a single number in a line of code.

There’s other reasons for wanting to keep 10% of your token’s circulating supply stuck and none of them are bullish for holders.
