yes technically and from a business point of view its dead. literally nobody cares about it, it has no developers, has no users, has no TVL, has no Business Development team, has no funds and there is 0 interest from anyone in TradFi, the price action is also shit and mining it is not profitable enough so it even failed to attract Miners.
Now this sounds bad but in a Bullmarket even this dogshit could moon.
Bigbrain Question is if its worth it to hold it as there are dozens of other coins that are in much better condition and have larger communities already and more upward potential (so more buyers).

just take Cardano for example, what has Cardano what Kadena doesnt have?
Cardanus got dedicated market makers, they got marketing, they got a very brainwashed community and despite being as useless as Kadena they are still in the top 10 and still have like 2000 times the TVL of Kadena.

So why would you pick Kadena over Cardano? or any other L1 where you could make a similar case?
