ALL crypto exchanges operate on the fractional reserve model so you are correct that they don't have enough LINK on hand. You are smart for moving your coins to a cold wallet as you buy them, but it looks like you might get burned this time around. Cost of doing business.

If you are one of the few to actually go through all the effort of sending them the dick pics they want you might still get your coins though. Even when there is a bank run the first person in line typically does get all their money, its everyone else behind him in line who loses all their money when the bank fails, so who knows.
