No it's true regardless, on expiration day the extrinsic value is almost entirely gone besides a little bit (which is highest for ATM options) that will evaporate by day's end. Even more so if they're a few strikes ITM which will now be high delta and basically all intrinsic value. And vega decreases towards expiration so if there's little time left it's not a big concern.
The bottom line is if stock XYZ is at $60 per share on expiration day and you're holding a 60 call that you paid $200 for, you're gonna need the stock price to be at $62 just to break even regardless if you're selling or exercising.

When I invest like once or twice a month, I'll do like $150 into Roth IRA, $150 into regular account.
I don't want to tie all my funds up into a Roth IRA because I can't pull out until I retire. Not everyone lives that long, accidents happen, etc.

Don't worry about it. If you're interested, a growth ETF would be a set of companies that don't pay dividends because they want to reinvest any profits into expanding their business.

But for you it doesn't really matter. IMO the basis for an investing account for a new investor is really just 2 things:

1. Money you won't need for the next several years, ideally ever if it really came down to it. Stocks, even index-based ETFs, are volatile.

2. One or two large ETFs.

It's really easy to get carried away here. If you buy VOO or SPY or SWPPX you're invested in the 500 largest companies in America. That's pretty diverse! But maybe you're worried big businesses are too slow, and you want some small businesses too. Then you can get VTI, which is the whole US stock market. But maybe you're worried about the potential downfall of America! Well, in that case add VXUS (entire world stock market without US). There, your portfolio is now literally every company on Earth. You did it, you're done diversifying.

From there you want to start looking into riskier but more profitable strategies. The obvious place to start is finding some companies you think will outperform the ETF. For example, if you invested $1,000 in SWPPX in 2005 you'd have $5,000 today. If you had invested $1,000 in Apple you'd have $175,000.
