This would be true if the future stock price trajectory could be forecast well, and if the drag of sitting on massive cash piles did not hurt long term compounding. This concept is the same as running 50% leverage in your own portfolio and rebalancing cash. If volatility is high and long term trend is relatively flat, then less leverage is better. If the trend is rapid continuous compounding, more leverage is better.

Interestingly, you can actually make these decisions yourself, instead of relying on a company to do so for you. And since margin costs for investors to leverage up a position in a company sitting on cash are higher than the actual cash interest returns a company will typically receive for their cash, it tends to be more efficient for a company to simply distribute the vast majority of their cash as they acquire it.
