You're pretty much correct. Short vs Long term does matter though, but only if you have long term gains. It's a priority system so losses offset any gains, but long term losses offset long term gains first. This makes them inferior, because long term gains are advantageous.
Of course, if you have no long term gains then you can dump the long term losses to offset that year's short term gains, if any.

If you've held a position for 11 months and its down substantially, it's almost always worth dumping immediately, although I'd try not to align this with typical seasonal tax loss selling.
