If we're just going off details the grades are very obviously reversed. The higher grade coin is noticeably more worn than the lower.

I'd guess it's either a matter of the 2 denominations being graded differently from each other, or grade shopping. People forget that a quarter and a half are two completely different coins even if they have identical designs. The details used for grading may be rated differently based on how the coin actually wore in circulation.
