Depends how badly the silver gets eaten and by what, what the piece is, and whether condition affects collectible value. An antique bar may b e even more valuable if it looks old and tarnished and like it has seen a lot of action. Common coins are rated by condition, with exceptional examples raising the 'value' (to collectors) considerably. If we're just going off details the grades are very obviously reversed. The higher grade coin is noticeably more worn than the lower.

I'd guess it's either a matter of the 2 denominations being graded differently from each other, or grade shopping. People forget that a quarter and a half are two completely different coins even if they have identical designs. The details used for grading may be rated differently based on how the coin actually wore in circulation.
