I found a comparable situation to what we may be experiencing a la OCC letter and "cancellation". DBD went into chapter 11 and became DBDQQ back in May with a pre-packaged plan. It reemerged in August and their chapter 11 plan said shares would be cancelled. This was phrased that way because, duh, why have DBDQQ shares when DBD shares are going to be trading again?
