Seriously, you can play the lotto anywhere in the states so why not make it into federal law? In theory, I could blow each and every check I make on the lotto if I wanted to. Why not just give people what they want??

because the government makes a ton off of lottery winners, literal millions are taken in taxes. Casinos is harder to tax and oftentimes they're built on tribal land which cannot be taxed.
They want to tax your backroom games, but they can't so they make it illegal and ticket/arrest you for it, which is basically a form of tax.
