Only issued tokens on the xrpl can be clawed back, since xrp does not have a legal issuer, the claw back has no legal standing on the true xrpl. The subordinate walled gardens will have issuing authorities, so a cbdc issued by Canada called XCAN could be clawed back by the Canadian government, but Trudeau can't conduct a claw back on El Salvador's XSAL. The XRPL can have a freeze, but the consensus requirements are massive, and would most likely never occur from a self-interest perspective. No one can ever take your native xrp with a clawback.
