If you are talking about the company side, a lot of the gains/changes in the last runup happened during earnings season when they started reporting their retarded profits. There is a chance time will be necessary to catch up with the overall change in oil. And by time, I mean oil really needs to hold these prices until the end of October probably.

As far as the commodity goes, hell if I know. U.S. exports are largely driving the continuous draws. Refineries over seas are going nuts I guess with the jump in sour crude prices. Out of my area of expertise though.
