If Chainlink enables a world full of huge numbers of interconnected chains, what actually ensures the security if each of these chains, considering this negates the scenario of massive resources applied to a single or small number of POW or POS chains?

Each public chain has their own security model. Some chains are more secure than others, and thus will be used by different people with different demands. Sometimes security is worth sacrificing for speed. CCIP only connects them, you decide what chain is best for your needs.

Private bank chains are "secure" because the bank owns it and can change it at will. If you trust the bank, you can trust their chain. The banks need trustless communication with other bank chains through CCIP. CCIP becomes "the internet" they connect to and gain access to other chains. Its advantageous both because CCIP introduces no counter-party risk and they only need one integration to get all the banks.
