You can pump water into it to get the rest of the oil out but that causes other problems, the first and most pressing of which being you have to then pump all that water out and treat it before you can release it which is very expensive and would also permanently reduce the capacity of the reservoir because they couldn't get all of the water out. The whole reason they're used to store oil is because there's not hardly any water down there, and if you store oil with water you get microbes feeding on the oil and gunking shit up. So no, the easiest solution is just having a reservoir that you can't pump all the oil out of except for one time in a mega emergency with no other choice that would ruin the reservoir for oil forever.
