Mostly because they started getting too expensive and after their price hikes to adjust for inflation people are much more critical of the content they have. Look at Netflix, most of the shit they host and make is just not very good but people still paid for it when it was 12$ a month. Now it's 18.50 a month and you can only use your account in one place and you can't use it on a mobile device without verifying it's you and if you share the password with anyone, even your fucking wife or kids, they can and have banned accounts for it. You combine that with most of their content being shit and that's why they're only just now starting to really feel the heat, same thing with all the other streaming services. As they all fight to segment out content to keep someone else from being able to host it they wall themselves into a corner where most of the stuff they host is shit and it's now beyond the cost threshold most people are comfortable with. HBO Max is in a similar situation, they actually did have some decent originals but most of their stuff is shit people have already seen and a lot of it sucks or just isn't something that's got broad appeal.

They need to figure it the fuck out before everyone and me included just goes back to paying for a seedbox with crypto they can HTTPS into and grab their files over an encrypted connection. That costs me about 100$ a month and my streaming services are approaching that cost level.

I don't think this will be decided in our lifetimes. Both countries will likely continue to boom for a while. My guess is that one of them will have a inner political crisis that will decide it. But I wouldn't bet on either side.
