It's bearish for settlement layers. It's bullish for the dApp layer and blue chip DeFi.
If you can have a DeFi protocol with 5+ flawless years of performance, when the banks finally decide to cross the gap, your protocol will get hundreds of billions, if not trillions, of dollars coming into it.
The only thing that I think has a decent chance is AAVE, and even that is sketchy. It's possible the next round of builders will get it done instead of the OGs.
