Typically when a contract is written, especially by an MM, the % delta and usually some fraction of the other greeks are first sold short to cover the risk of creating the put contract that is then given to you. It's not 1:1 but it's still selling action to create the Puts hahaha
The exception is 2 anons meeting each other on the ask/bid, then the contracts just move hands. And when the contracts expire/ get sold back to the MM they absorb them and dissolve / buy back the short hedge that was created.
